Second time missing pedophile has fled Royal Ottawa centre.

Police are hunting for a convicted pedophile who fled an Ottawa mental health facility for the second time, despite court orders not to leave the grounds.
Eldon James Hardy, 64, has been missing for at least a week from the Royal Ottawa Mental Health Centre.
Hardy, who was charged in September 2009 with sexual assault, was released on bail with the condition he receive treatment at the centre.
Ottawa police investigators believe Hardy could be in Toronto or Ottawa.
A Royal Ottawa Mental Health Centre spokeswoman said Friday some units at the facility are locked, but each patient is given different privileges. Hardy could walk the hospital grounds, but was not allowed to leave. When he didn't check in with staff, police were notified. "This is a hospital, it's not a prison," said Karen Monaghan, the hospital spokeswoman. "It's akin to someone out on bail told to stay at home."
Police issued a press release March 1 asking for the public's help and described Hardy as dangerous. In 1972, he sexually molested a boy in a hotel room, according to Ontario Review Board documents. In 1985, while under the care of a Toronto mental-health centre, he was found guilty of sexually assaulting a boy in an apartment and then assaulting a boy in a van after promising each of them jobs.
Hardy's recent disappearance isn't the first time he has left the hospital. He fled while out to dinner with a supervisor in October 2001. After police issued a Canada-wide warrant, he returned to the Royal Ottawa the next day. Hospital staff called it a "non-event" at the time because it ended safely.
However, a similar incident a month before involving another hospital ended in an arrest. On Sept. 20, 2001, Paul Delorme, a 31-year-old patient at Brockville Psychiatric Hospital, was on a supervised outing with three other patients when the group stopped at a coffee shop. Delorme was charged with sexual assault after a man hiding in the women's washroom forced a seven-year-old girl into a stall.
Ottawa police ask anyone with information on Hardy's whereabouts to call the sexual assault and child abuse unit at 613-236-1222 ext. 5944.

He was charged in September with two counts of sexual assault in relation to alleged offences against two young men.

An escaped sex assault suspect from Ottawa is in custody after police found him at a hotel in London, Ont., on Saturday.
Eldon James Hardy, 64, had walked away from the psychiatric ward of the Royal Ottawa Hospital.
Police in Sarnia had issued an alert to residents Friday because Hardy had family ties to the southwestern Ontario city.
A member of the public contacted Sarnia investigators and told them Hardy was staying at a London hotel.
Hardy was charged last September with two counts of sexual assault in a case involving two young men.

Carlington resident seekes answers.
Note: This letter to the President & Chief Executive Officer of the Royal Ottawa Health Care Group was copied to the CCA on 2010-03-08 in response to the news media stories above.
Dear Mr. Weber:
Eldon James Hardy, described as a dangerously insane pedophile, "walked away" from the Royal Ottawa Hospital on February 28th for the second time. For me, it raises serious concerns about the safety of residents in the Carlington area, given that there are dangerous patients being treated in the facility, and that there is an apparent lack of security in maintaining supervision and custody of those patients.
What assurance does the community have that this won't happen again? "If there are any odds of him being in Toronto, then Toronto should know. His actions are concerning and dangerous." according to Staff-Sgt. John McGetrick, Ottawa Police. Why weren't Ottawa residents notified immediatly that Eldon James Hardy had escaped? According to a spokesperson for the Royal Ottawa Hospital, Hardy was "allowed to walk the hospital grounds."
The hospital grounds are a few doors down from my house, where I live with my two young teens. I am seriously concerned, and need answers.

Thank you for your e-mail. As your neighbour, we at the Royal Ottawa Mental Health Centre understand your concerns and appreciate your openness in discussing them with us.
Our role at the Royal Ottawa Mental Health Centre is to provide specialized mental health care to individuals with severe and persistent mental illness. Although the vast majority of our patients live easily within the rules of society like you and I, some are individuals who have come into contact with the law as a result of their illnesses. The latter are directed into our Forensic Psychiatry program through the court system. Depending on their mental health needs and the level of security the courts deem necessary, individuals may be treated in Ottawa or in a more secure facility in Brockville. The Royal also exercises high levels of patient supervision in order to provide safety while respecting the patient's rights and liberties as set out by the courts.
We cannot discuss Eldon Hardy's treatment in detail due to rules of confidentiality. However, it is a matter of public record that Mr. Hardy was recently charged with an offence and granted bail on the condition that he reside and receive treatment at the Royal Ottawa Mental Health Centre. The Royal Ottawa Mental Health Centre agreed to provide treatment to Mr. Hardy and monitor his whereabouts. When Mr. Hardy left the grounds of the Royal Ottawa Mental Health Centre, police
were immediately notified.
The Royal Ottawa Mental Health Centre strives to provide the best possible forensic mental health care while supporting the courts and the police in their roles to protect the safety of our community. We regret that recent events have caused you to worry for your safety and that of
your family.
